What it really costs to import toothpaste from China

Toothpaste is the cheapest thing on this site to ship and one of the slowest things to get approved. A 40ft container holds 186,480 tubes at 91.1% of its volume and 95.5% of its payload, so freight comes to $0.0145 a tube — there is no packing win left to find. What remains is the destination: duty runs from 0% in the United States to 20% in Nigeria, and the registration calendar runs in months.

Specification behind the numbers. 100 ml tube in retail carton, packed 72 to a carton of 420 × 320 × 200 mm weighing 9.8 kg, at a factory price of $0.380 per unit. Duty is taken from HS 3306.10 — the 6-digit line, not the HS chapter: the chapter average for chapter 33 is a rate that applies to no single product in it. Into Germany the reference rate is 0% on the CIF value, read off the issuing tariff schedule. Anti-dumping, US Section 301 and every other China-specific additional duty sit outside that number and have to be added as their own line. Freight is the North Europe (Rotterdam / Hamburg) benchmark for a 40ft HQ. Change any of it in the calculator and every figure below moves.
HS 3306.10 Dentifrices (toothpaste), in retail packing HTS 3306.10.00 · TARIC 3306 10 00 · UK 3306100000

Zero in the three Western markets. A 20–25% band in West and East Africa is what makes the landed cost there look wrong until you see it is duty, not freight.

The container is already full

The 100 ml tube in retail carton leaves the factory at $0.380. Ocean freight adds $0.0145 — 3.8% of the factory price — and duty adds $0.0000 at the EU reference rate of 0%. The landed multiple is 1.06×, and almost none of it is logistics you can renegotiate.

LinePer unitShare of landed
Goods — FOB value$0.38079.6%
Main freight to destination port$0.01453.0%
Marine / cargo insurance (0.3% on 110% CIF)$0.00130.3%
Destination port, THC, brokerage & docs$0.00260.6%
Inland delivery to final destination$0.00300.6%
VAT (MwSt) (19%)$0.075815.9%
Landed per unit, VAT carried as cost$0.477100%
Landed per unit, import VAT recovered$0.401—

That is the unusual part of this category. On most products the carton geometry is the biggest lever after the factory price; here the container is already 91% full by volume and 95% full by payload, so the carton has almost nothing left to give. What remains is which market you sell into, and what has to be registered before you can sell there at all.

Packing density: 365 kg per cubic metre

The 100 ml tube in retail carton occupies 0.000373 m³ of container space and weighs 365 kg per cubic metre — heavy for a consumer good, light enough that volume still binds first. A 40ft HQ takes 2,590 cartons, 186,480 tubes, 91.1% of the volume and 95.5% of the payload. The container is volume-limited, but by a margin too small to engineer away.

The box choice is therefore settled rather than interesting: $0.0219 per tube in a 20ft against $0.0145 in a 40ft HQ, which makes the 40ft HQ cheaper by 33.9%. On a product packed this efficiently there is no upside left in the container itself.

Loaded at 95.5% of payload, this container has no headroom. A heavier shipper, or pallets where the specification said floor-loaded, pushes the box over its payload limit — and the forwarder reworks or refuses the load. In this category the packing risk is weight, not volume.

Fluoride is a drug in the United States

In the US, toothpaste containing fluoride is regulated as an over-the-counter drug under the OTC monograph, not as a cosmetic. That means an NDC number, drug establishment registration, and a label in the Drug Facts format. A fluoride-free toothpaste is a cosmetic and needs none of it — which is why some brands sell a fluoride-free line in the US and a fluoride line everywhere else.

The EU takes the opposite approach: fluoride toothpaste is a cosmetic, but total fluoride is capped and the label carries a mandatory warning above a threshold, with different wording for children. A single global label will fail one of the two markets.

Abrasivity is testable and increasingly asked for

RDA (radioactive dentine abrasion) is the number retailers and regulators ask for when a paste is described as whitening or sensitive. It is a wet-lab test on the finished formula, it takes weeks, and it cannot be inferred from the ingredient list. Ask the factory for the RDA report on the exact formula before you print "whitening" on the carton.

One container of toothpaste & oral care, landed

The full shipment rather than the unit: 186,480 units in 2,590 cartons, $2,700 of ocean freight, 0% duty on the CIF value into Germany. Every line is an output of the same engine the calculators run:

ComponentBasisAmount
Goods — FOB valueSupplier quote (FOB)$70,862.40
Main freight to destination portForwarder, per 40ft box$2,700.00
Marine / cargo insurance (0.3% on 110% CIF)0.30% on 110% CIF$243.56
Destination port, THC, brokerage & docsAgent estimate$490.00
Inland delivery to final destinationEstimate$560.00
VAT (MwSt) (19%)19% × (CIF + duty)$14,129.53
Total landed, one container—$88,985
Total with import VAT recovered—$74,856
Per unit (186,480 units)—$0.477

The container is 91.1% full by volume and 95.5% full by payload, with volume as the binding constraint. That single fact decides whether a packing change is worth anything: if you are volume-limited, a smaller carton buys freight; if you are payload-limited, only a lighter product or a lighter pack will.

Which container actually costs least per unit

Freight is charged per box, not per unit, so the box choice is a pricing decision. The same carton in four container types:

ContainerCartonsUnitsVolume usedFreight / unit
20ft Standard1,07877,61687.3%$0.0219
40ft Standard2,191157,75287.0%$0.0159
40ft High Cube2,590186,48091.1%$0.0145
45ft High Cube2,612188,06481.6%$0.0161

On this cargo the 40ft HQ is the cheapest route per unit, by 33.9%. A 20ft box runs out of floor space long before it runs out of payload on cargo this bulky, so the longer box carries disproportionately more units for a much smaller multiple of the freight. Cost both before accepting a quote.

The same shipment, six markets

Duty basis, duty rate and the import tax all change the answer. This is one container of toothpaste & oral care priced at the $0.380 factory price, landed in each market with the same freight:

MarketDuty basisDuty rateDuty / unitLanded / unitvs FOB

KenyaCIF25%$0.0989$0.5221.37×
MexicoFOB15%$0.0570$0.4611.21×

The same container into Nigeria pays duty on CIF at 20%, then CISS, ETLS and VAT on top — a landed multiple of 1.29× the factory price, before any clearance delay.

What has to exist before the container can be sold

Oral care sits across two regulatory regimes at once — a cosmetic in most markets, a drug in the United States — so the filing list is longer than the product deserves:

MarketRequirementWho owns itLead time
EUCPNP notification; total fluoride cap and mandatory warning above the thresholdBrand or its RP2–4 weeks
UKSCPN notification; same fluoride rules as the EUBrand or its RP1–3 weeks
US, fluorideNDC + OTC monograph + Drug Facts label + establishment registrationBrand + FDA3–6 months
US, fluoride-freeCosmetic only — no NDC, no monographBrandweeks
NigeriaNAFDAC product registration; SONCAP for regulated linesLocal agent3–6 months
KenyaKEBS PVoC certificate, arranged in China before shipmentFactory + agent3–4 weeks
AllRDA abrasivity report on the finished formulaThird-party lab2–4 weeks
Nigeria is the market where this bites hardest for China-origin oral care: NAFDAC product registration is a precondition for clearance, not a post-clearance formality, and it runs in months. Budget the registration lead time into the launch date and treat the shipping schedule as the second constraint, not the first.

Five levers that actually move a toothpaste landed cost

Choose the market before the carton. Duty runs from 0% in the United States to 20% in Nigeria on the same tube — a spread worth many times any freight saving left in this category.

Start the registration clock first. NAFDAC, PPB and CPNP all take weeks to months, and nothing can be sold until they finish. That is the longest lead time in the project, longer than production and longer than transit.

Decide the fluoride position per market before you print anything. Fluoride is a drug in the US and a cosmetic in the EU. One label cannot serve both, and reprinting in a destination warehouse costs several times what reprinting in China costs.

Get the RDA report with the PO. Whitening and sensitive claims are checked by retailers and by regulators, and the test takes weeks on a finished formula. It is a launch-critical document, not a nice-to-have.

Load to the payload limit, not past it. At 95.5% of payload there is no margin. A heavier shipper or a late pallet changes the loading plan, not just the cost, and that delay is worth more than the carton ever saved.

Which calculators this category actually needs

Each category fails on a different number, so each one points at a different set of tools. These three match the constraint that binds toothpaste & oral care — density, tariff line or order size — rather than the ones that happen to exist.

Run it on your own specification

The calculator opens pre-set to Germany with HS chapter 33, a full container of this product and the freight benchmark above. Replace the carton dimensions with your own and the freight per unit recalculates from the packing physics, not from an estimate:

On the numbers above. Packing specifications are typical for the category, not a quotation — your carton, your fill rate and your forwarder will move every figure on this page. Duty rates are HS chapter reference values and exclude anti-dumping and country-specific programmes, so confirm the classification and the current rate for your own code. Reviewed 2026-10-01.

Common questions

How many tubes of toothpaste fit in a 40ft container?

On a 100 ml tube in retail carton packed 2,590 to the container, a 40ft HQ holds 186,480 tubes at 91.1% volume utilisation and 95.5% of payload. Freight works out at $0.0145 per tube, and the 40ft HQ is cheaper per unit than a 20ft.

Is toothpaste a cosmetic or a drug?

It depends on the market and the fluoride. In the United States, fluoride toothpaste is an OTC drug requiring an NDC and Drug Facts labelling; fluoride-free toothpaste is a cosmetic. In the EU it is a cosmetic with a cap on total fluoride and mandatory warnings above a threshold.

What duty does toothpaste attract?

HS 3306.10 sits at 0% MFN in the United States, 0% in the EU reference table and 20% in Nigeria. Section 301 additional duty may apply on top of the US rate — confirm against your HTS line.

Does NAFDAC registration have to be done before shipment?

Yes for a commercial import into Nigeria. The product must be registered and the importer holds the registration; clearing first and registering afterwards is not a route that works, and the delay runs in months, not weeks.
