What it really costs to import auto parts from China

Auto parts are the opposite extreme to packaging: dense, heavy and weight-limited, so the container runs out of payload with 60% of its space empty and you pay for volume you never use. Then the tariffs arrive — and in the United States, Section 301 on top of MFN is five times the freight line.

Specification behind the numbers. brake pad set, 4 pads, retail box, packed 6 to a carton of 400 × 300 × 200 mm weighing 21 kg, at a factory price of $6.50 per unit. Duty is taken from HS 8708.30 (or 8708.39) — the 6-digit line, not the HS chapter: the chapter average for chapter 87 is a rate that applies to no single product in it. Into Germany the reference rate is 4.5% on the CIF value, taken from the national tariff band. Anti-dumping, US Section 301 and every other China-specific additional duty sit outside that number and have to be added as their own line. Freight is the North Europe (Rotterdam / Hamburg) benchmark for a 40ft HQ. Change any of it in the calculator and every figure below moves.
HS 8708.30 Brakes, servo-brakes and parts thereof for motor vehicles HTS 8708.30.50 · TARIC 8708 30 · UK 870830

Low duty, high compliance: a brake pad that does not carry ECE R90 cannot be sold in the EU at any rate. Note also that the US assesses 2.5% on FOB while the EU assesses 4.5% on CIF — the percentage is not the whole difference.

The cost stack, and where it breaks

The brake pad set, 4 pads, retail box leaves the factory at $6.50. Freight adds $0.356 and duty $0.310 at the EU reference rate of 4.5% — a landed multiple of 1.13×, which looks comfortable until the destination is the United States and a 25% additional duty lands on the same goods.

LinePer unitShare of landed
Goods — FOB value$6.5074.7%
Main freight to destination port$0.3564.1%
Marine / cargo insurance (0.3% on 110% CIF)$0.02270.3%
Import duty (4.5% on CIF)$0.3103.6%
Destination port, THC, brokerage & docs$0.06460.7%
Inland delivery to final destination$0.07380.8%
VAT (MwSt) (19%)$1.3815.8%
Landed per unit, VAT carried as cost$8.71100%
Landed per unit, import VAT recovered$7.33—

That is the structural difference between auto parts and every consumer category on this site: the goods are heavy enough to make freight visible, and the tariff exposure is high enough to make freight secondary.

Weight-limited: the container is 60% empty by volume

The brake pad set, 4 pads, retail box weighs 875 kg per cubic metre — close to the density of the material itself, because there is nothing in the carton except the product. A 40ft HQ takes 1,265 cartons, 7,590 sets, and uses only 39.7% of the volume: it is loaded to 99.9% of its payload with more than half its space empty. That empty volume is air you are paying for.

This is the category where the 20ft container is not a compromise but often the correct answer. A 20ft GP has a higher payload than a 40ft HQ, so it carries more tonnes in a shorter box that costs much less: freight per set is $0.255 against $0.356, making the 20ft GP cheaper by 28.4%.

Weight-limited cargo also has a hidden cost that never appears on a quote: the container is loaded to its payload, so weight distribution and axle limits matter, and an overloaded box is refused or reworked at the gate. Cost the payload, not the volume, when you plan a dense shipment.

Section 301: the line that decides the deal

The reference duty on HS 8708 in the United States is 2.5%. The additional duty under Section 301 on most 8708 lines has been 25%, which takes the total to more than 27% of the FOB value — on this shipment, $1.79 per set against a $6.50 factory price. That is not a rounding error to be absorbed; it is the difference between a viable and a non-viable product.

No calculator can template this. Section 301 rates are attached to specific HTS lines and specific eight-digit subheadings, they have been amended repeatedly, and exclusion lists open and close. The landed cost calculator keeps additional duty as its own field for exactly this reason — enter the current rate for your code, and never fold an assumption into the MFN rate where it becomes invisible.

Verify the HTS line, the current Section 301 rate and any applicable exclusion before you quote a US customer. A quote built on an outdated rate is a loss that only appears at the border.

Type approval is a condition of sale, not a customs document

Brake pads sold in the EU and the UK must hold ECE R90 approval — a friction-performance test against the original equipment part. Pads without it cannot legally be sold as replacement parts, regardless of quality, and customs will not ask for it. It is the single most common reason a container of perfectly good pads is unsellable.

In the United States the equivalent framework is FMVSS 135 for the vehicle, plus the Copper-Free Brake Initiative for friction material composition in California and Washington. Asbestos-free declarations are effectively mandatory everywhere asbestos is banned, and the declaration has to come from the material supplier, not the assembler.

One container of auto parts, landed

The full shipment rather than the unit: 7,590 units in 1,265 cartons, $2,700 of ocean freight, 4.5% duty on the CIF value into Germany. Every line is an output of the same engine the calculators run:

ComponentBasisAmount
Goods — FOB valueSupplier quote (FOB)$49,335.00
Main freight to destination portForwarder, per 40ft box$2,700.00
Marine / cargo insurance (0.3% on 110% CIF)0.30% on 110% CIF$172.28
Import duty (4.5% on CIF)4.5% × CIF$2,349.33
Destination port, THC, brokerage & docsAgent estimate$490.00
Inland delivery to final destinationEstimate$560.00
VAT (MwSt) (19%)19% × (CIF + duty)$10,472.16
Total landed, one container—$66,079
Total with import VAT recovered—$55,607
Per unit (7,590 units)—$8.71

The container is 39.7% full by volume and 99.9% full by payload, with weight as the binding constraint. That single fact decides whether a packing change is worth anything: if you are volume-limited, a smaller carton buys freight; if you are payload-limited, only a lighter product or a lighter pack will.

Which container actually costs least per unit

Freight is charged per box, not per unit, so the box choice is a pricing decision. The same carton in four container types:

ContainerCartonsUnitsVolume usedFreight / unit
20ft Standard1,1136,67880.5%$0.255
40ft Standard1,2717,62645.1%$0.329
40ft High Cube1,2657,59039.7%$0.356
45ft High Cube1,2197,31434.0%$0.413

On this cargo the 20ft GP is the cheapest route per unit, by 28.4%. That is not intuition: a 20ft GP carries more payload than a 40ft HQ, so cargo dense enough to hit the weight ceiling gains nothing from the extra length and saves the difference in freight. Cost both before accepting a quote.

The same shipment, six markets

Duty basis, duty rate and the import tax all change the answer. This is one container of auto parts priced at the $6.50 factory price, landed in each market with the same freight:

MarketDuty basisDuty rateDuty / unitLanded / unitvs FOB
United StatesFOB2.5%$0.163$7.211.11×
United KingdomCIF4.5%$0.310$7.331.13×

NigeriaCIF10%$0.688$7.851.21×
KenyaCIF0%$0.0000$7.401.14×
MexicoFOB5%$0.325$7.391.14×

The same container into the United States pays duty on FOB instead of CIF, which removes freight from the duty base, and carries no federal import VAT at all — but it is the market where additional tariffs attach to the HTS line.

What has to exist before the container can be sold

Auto parts compliance is approval-led rather than notification-led: the product has to pass a test before it can be offered, and the test cannot be done at the destination warehouse.

Five levers that actually move an auto parts landed cost

Cost the 20ft container first. Weight-limited cargo does not benefit from a longer box. $0.255 per set against $0.356 makes the 20ft GP cheaper by 28.4% — check this before you accept a forwarder quote for a 40ft.

Get the classification right before the price. On a US-bound shipment an additional duty of 25% is worth more than every other lever combined. The HTS line and the Section 301 rate are the first two numbers in any quotation.

Consolidate SKUs to fill payload. The container is weight-limited, so a mixed load of pads, discs and filters can reach the payload that a single-SKU load cannot. Mixed loading is a packing problem, not a purchasing problem.

Hold ECE R90 before you print the box. Approval is the licence to sell in the EU and UK. Artwork printed before the approval is artwork you may have to destroy.

Buy the declaration with the material. Asbestos-free and copper-content declarations must be traceable to the friction material batch. A statement from the assembler is not evidence.

Which calculators this category actually needs

Each category fails on a different number, so each one points at a different set of tools. These three match the constraint that binds auto parts — density, tariff line or order size — rather than the ones that happen to exist.

Run it on your own specification

The calculator opens pre-set to Germany with HS chapter 87, a full container of this product and the freight benchmark above. Replace the carton dimensions with your own and the freight per unit recalculates from the packing physics, not from an estimate:

On the numbers above. Packing specifications are typical for the category, not a quotation — your carton, your fill rate and your forwarder will move every figure on this page. Duty rates are HS chapter reference values and exclude anti-dumping and country-specific programmes, so confirm the classification and the current rate for your own code. Reviewed 2026-10-01.

Common questions

How many brake pad sets fit in a 40ft container?

On a brake pad set, 4 pads, retail box packed 1,265 to the container, a 40ft HQ holds 7,590 sets using only 39.7% of its volume, because it reaches its payload limit first. A 20ft GP carries more tonnes in a smaller box, so freight per set is often lower.

How much is Section 301 on auto parts?

Most HS 8708 lines have carried a 25% additional duty, on top of the 2.5% MFN rate — about $1.79 per set on this example. Rates are attached to specific HTS lines and have been amended repeatedly, so verify your code before quoting.

Can I sell brake pads in the EU without ECE R90?

No. Replacement brake pads and shoes sold in the EU and the UK must hold ECE R90 approval. Customs will release the container without it, but the product cannot legally be sold, which is a far more expensive outcome.

Why is a 20ft container cheaper per unit for auto parts?

Because a 20ft GP has a higher payload than a 40ft HQ and costs much less to move. On weight-limited cargo the 40ft carries a similar tonnage in a longer, more expensive box, so the freight per unit is higher.
